CHAPTER I THE PROBLEM AND ITS SCOPE Background of the Study The United Nations Millennium Development Goals (MDGs) seek to reduce the under-5 child mortality by two thirds and maternal mortality by three-quarters between 1990 and 2015, these goals known as MDG 4 and MDG 5 respectively (UN,2011). These goals become critical targets for Developing countries which prioritized interventions and national healthspending.Yet meeting MDGs 4 and 5 was remains to be challenging: mortality rates aredecreasing, but not rapidly enough to meet the MDGs in most countries (Hogan et al.,2010; Rajaratman et al.,2010).
